Disney has had a problem, not an issue, but a problem with the readily available alcohol at Epcot especially during the festivals. It was call the food & wine festival. Portrayed as this elegant festival to celebrate good foods and fine wine & beers from around the world.
In actuality, Friday & Saturday evenings became an unrulely drunk fest. Perhaps only 5% of people abused the opportunity to drink themselves around the world...
World Showcase... but it was plenty enough to run into them on every turn. Rude & crude behavior along with foul language... nothing suitable for families.
Oddly enough, the ever present Disney security and managers were no where to be found on these evenings.

Turning a blind eye to avoid upsetting drinking guests worked well for Disney that made windfall profits on selling alcohol. Plus it saved security & managers from getting involved in confrontational issues. A visit to guest services yielded only apologies... the cast member knowing the problem feeling helpless to justify the drinking problem. So... That's the background in the drinking/drunken problem.
The Lasest solution...
Have adults only events so as not to offend families.
So drinking guests can "indulge" in over consumption.
How is that possible? With almost 50 locations to obtain drinks, wine, and hard liquor, they have little controls to monitor drinking guests. Disney even promotes "Drink Around The World". T-shirts and stampable passport books... so you can document drinking and getting the passport stamped with each purchase.
