ALL THE BEER AND WINE...  YOU CAN DRINK. 

Festivals are the most popular attractions for locals

to party at Epcot, especially on Friday & Saturdays. 
And especially on concerts nights. 

EPCOT actually promotes excessive drinking...

"drinking your way around the world"

World Showcase that is. 
Dozens of Kiosks around the world...

basically uncontrolled, or easy to circumvent,

so anyone (over 21 ) can get as much as you want. 

By half way around the world they can be wasted.

Not exactly a family environment.

Drunk guests cooling off in the fountain in France.

So problems not only continue,  but seemingly get worse.

Why? Alcohol is big business.
