Extremely Heavy rain 8-14 inches... 20 inches reported, tidal surge up to 14 foot, flooding and flood damage in most places... flooding from levees failing. Extensive damage to buildings making them habitable and functional.
Faced with no electric for several weeks. No water. No food. No facilities. No local medical care. No phone service. Extremely limited emergency services. Isolated and cut off due to roads being inpassable. No gasoline, no schools, no food. After the storm, help will be limited and long coming. Life will not be normal for months. Faced with enduring and surviving the Cat 4 hurricane, and the devastating aftermath, why would anyone stay? Nothing will be livable for at least weeks. Over one million are without power.
Now... Many have to be rescued and will have to leave their homes anyway. Hard to understand why they stayed.
