Disney and the alcohol issues...

There will always be issues when alcohol is 

Readily available to guests at multiple locations.

Virtually unrestricted ability to buy 

as much as you like from numerous locations,

and walk around the park drinking, again unrestricted. 
No matter the training. 
No matter the monitoring

( which for the most part is pretty much impossible)

There will be problems. 
But, alcohol is big business & big profits.

Aside from being drunk and obnoxious,

It's putting cast members and other guests 

at risk of being injured and hurt.
