Probably not. 
So why did they leave a tree in the middle of the road? 

Why make a road where the tree is? 
Property boundaries met at the tree?

Road was on the boundary lines?

Planned to be this way? 
Probably not. 

Maybe this was one of the first roundabouts...

Just not completely thought out. 
Kinda like parking lot "islands" of green today...

with curbs everywhere as obstacles.
